To address this, the proposed 'Transformation Fund' aims to modernize and digitize hospital structures by investing up to 50 billion Euros between 2026 and 2035. Beyond mere structural reform, the fund must prioritize investment in interoperable platforms, aiming to reduce administrative burden using AI and establish common operational platforms (Health-Security functions) across sectors. Furthermore, establishing secure, sovereign cloud infrastructure is crucial for data utilization. Technically, while standards like FHIR and MIOs are being established, practical implementation remains challenging. Future efforts must focus on building telemedicine networks that enable remote diagnostics and strengthening systems with cyber resilience.
