The Ministry of Health and Welfare announced the revision and implementation of the 'Healthcare Data Terminology and Transmission Standard.' This standard is crucial for establishing an interoperable environment that allows healthcare data to be exchanged using consistent terminology. The key revisions include the establishment of four core exchange data items: life-sustaining care wishes, prescription dates/times, alcohol consumption status, and smoking status. Furthermore, five existing items—alcohol consumption status, smoking status, surgical names/procedures, vaccination names, and vaccine drug names—have been updated to incorporate international terminology standards like SNOMED CT (Systematized Nomenclature Of Medicine Clinical Terms) and ATC (Anatomical Therapeutic Chemical Classification). Technically, the transmission method for core exchange data has also been standardized. The revision includes detailed technical specifications enabling data exchange via FHIR (Fast Healthcare Interoperability Resources), which was updated in 2024. This addresses shortcomings of older document-based standards (CDA) and supports its use as a next-generation standard applicable across various environments, such as apps and cloud services.
