This paper conducted a systematic review of applications utilizing FHIR to support areas outside direct healthcare provision. A total of 53 studies were included after an electronic search process. The results demonstrate that FHIR is actively used in three major domains: clinical research (including data interoperability for interventional trials), public health, and medical education. While the potential of FHIR to expand beyond direct care is evident, the study also identified barriers, such as difficulties translating proposed applications into actual clinical environments or existing technical limitations within FHIR itself. This review highlights FHIR's role as a foundational technology capable of generating academic and societal value, suggesting key areas for future development.
