Ministry of Health Launches Taiwan Healthcare Interoperability Platform: Building Future Infrastructure with FHIR, CQL, and SMART

The Ministry of Health (MOH) formally launched the 'Taiwan Healthcare Information Standard Grand Platform' on March 12. The core goal is to address critical issues in Taiwan's electronic medical records, such as data incompatibility between hospitals and difficulty updating reimbursement rules. To achieve this, the platform promotes three international standards: FHIR (Fast Healthcare Interoperability Resources) for standardized data exchange, which solves cross-hospital record transfer issues; CQL (Clinical Quality Language) to centralize government health insurance reporting rules into a 'National Rule Library,' simplifying updates for all medical institutions; and SMART on FHIR, which acts as an application framework (like an App Store) for developing smart healthcare applications and AI programs. The MOH aims to build world-class smart healthcare infrastructure by achieving data unification, rule unification, and application unification. The platform also encourages the development of specific national profiles (IGs) based on FHIR, such as those for flu data or cancer screening.
