ePA Basic Functionalities: Overview of the Electronic Patient Record System based on FHIR

This implementation guide describes the basic data services of the ePA (Electronic Patient File) system provided by gematik. The ePA aims to provide a technically sovereign and secure access point to an insured person's health data, facilitating simplified medical history creation, evaluation of longitudinal data, and improved cross-sectoral care transitions. Specifically, it defines key functionalities: First is the 'Audit Event Service,' which logs all relevant events—including data access, changes in authorization, and consent—in encrypted form for three years. This ensures data privacy and transparency. Second is the 'Medication Service,' which supports the digital-supported medication process (dgMP) by allowing the recording and updating of medications directly within the ePA. All these foundational services are realized as FHIR Data Services, providing standardized and secure data access and management capabilities for client systems utilizing the ePA. This document serves as a critical technical specification for developers and stakeholders using the ePA.
