With the rapid development of AI, healthcare data is becoming a core asset for personalized health management and medical innovation, moving beyond simple clinical records. However, if this data exists in different formats and systems, its utilization becomes difficult and inefficient. To address this, the Korea Health and Medical Information Institute (KHIMI) has positioned 'standardization' as the most critical task. This involves maximizing utility by structuring data into a common language and format that anyone can interpret. Specifically, they have developed the 'Korea Core Exchange Data (KR CDI),' which is a minimum set of essential data for sharing between institutions, ensuring alignment with international standards like HL7 and FHIR. Furthermore, the EMR certification system acts as the 'execution layer' for information linkage. This is not merely confirming system adoption but a national verification process that assesses various aspects—such as patient safety, clinical efficiency, and security—to ensure systems meet certain functional levels. This incorporates advanced safety measures like automatic drug checks (DUR) and Clinical Decision Support (CDS), which supplement medical professionals' judgment based on data to prevent errors. The establishment of 'data foundation' through standardization and 'safe operational processes' through EMR certification represents a crucial step in guiding the entire Korean healthcare system toward digital transformation, aiming for reliable, nationwide data linkage.
