Private Hospitals Propose Establishing a Social Council for Healthcare Digitalization

The National Association of Private Hospitals (OSSP), representing over 150 private hospitals, submitted a letter to the Minister of Health outlining its urgent needs regarding digitalization from the perspective of private clinics. The core demands focus on two areas: interoperability and cybersecurity. Firstly, OSSP stresses the immediate need for implementing regulations requiring all IT systems to be mutually identifiable and communicate securely using common open standards, as mandated by law. They declared their readiness to support the legislative process, including participation in conceptual work and testing technical solutions for HIS providers. Regarding data standards, while acknowledging that the European Healthcare Data Space (EHDS) mandates interoperability at the EU level, OSSP points out that integration of internal hospital systems and medical devices remains governed by national law. They emphasize the use of standards like FHIR, IHE, SNOMED CT, and LOINC. Secondly, concerning cybersecurity, they request support for implementing NIS2 directive requirements (including cost estimates) and specialized services such as SOC or vCISO. OSSP argues that these security costs must be integrated into the reimbursement system for medical procedures to ensure financial sustainability. Finally, they advocate for ensuring private hospitals' participation in centrally funded projects (like Intelligent Service Platforms) and regional digital medicine centers.
