Report on the Commenting Procedure for DEMIS-FHIR Profiles

The DEMIS system in Germany conducted a commenting procedure for its FHIR packages between September 16 and November 1, 2024. This was done to support legal reporting obligations (such as § 6, § 7 IfSG) and integrated genomic surveillance, as well as hospital capacity monitoring. The process allowed LIS/KIS manufacturers and national stakeholders to provide input on the existing and planned FHIR implementation of DEMIS reports. The packages subject to commenting included basic report content (rki.demis.common), disease reporting (rki.demis.disease), pathogen certificate reporting (rki.demis.laboratory), integrated genomic surveillance (rki.demis.igs), and hospital bed occupancy reporting (rki.demis.statistic). These profiles were provided with specific versions and statuses. The goal of the commenting procedure was to collect feedback for system development, ensuring that changes resulting from this process would be announced early. This demonstrates the evolution of German healthcare data exchange in compliance with legal regulations.
