Summary

Israeli tech company Outburn provides a national data linkage solution to solve the problem of fragmented electronic health records. This aims to improve continuity and safety in medical care.

Details

Currently, in Israel, patient medical records are scattered across various HMOs (Health Maintenance Organizations), hospitals, and clinics, leading to delays and risks in information sharing. This fragmentation increases the risk of interrupted treatment or misdiagnosis, and also leads to increased costs from unnecessary tests. In response, Israeli law mandates the portability of medical data. By July 2027, it will be possible for all care providers to access up-to-date and relevant information at any point of care. Outburn provides advanced technical solutions to help hospitals and HMOs comply with this legal requirement. This system aims to share information among multiple healthcare institutions based on the patient's consent. This improves treatment continuity and enables advanced initiatives like preventive medicine and personalized medicine. Furthermore, the law expands its scope beyond public sectors to include entities such as the IDF (Israel Defense Forces), prisons, and social security agencies. Outburn secured a long-term consulting contract from the Ministry of Health based on the FHIR standard. This positions them to lead the construction of the medical data sharing infrastructure in Israel, marking a major milestone for healthcare interoperability in the country.
