Hanoi Announces Plan for Collection and Interoperability of Health Data

To promote the utilization of data in the healthcare sector, Hanoi has developed a plan for collecting and linking clinical care data. This system will enable hospitals, clinics, doctors, and citizens to access and utilize electronic health records (Sổ sức khỏe điện tử). The goal is to build a comprehensive medical database—described as 'accurate, sufficient, clean, living, deep, and synchronized'—that adheres to international standards such as HL7, FHIR, DICOM, and ICD. The implementation process is structured into three phases. Phase 1 (before December 30, 2025) focuses on preparation and standardization of data connections, requiring public hospitals to upgrade their electronic medical record systems and synchronize data like clinical records, prescriptions, and referral letters. Phase 2 (starting January 3, 2026) involves operationalizing regular data updates, managing 'living' data, and standardizing access rights according to the healthcare architecture. The final phase (before March 30, 2026) aims for real-time information sharing and enhanced utilities among city authorities, relevant departments, and citizens. Beyond mere data access, this initiative seeks to strengthen administrative functions by building AI-powered analysis and dashboards, supporting the city's leadership, policy planning, and even epidemic warning systems. For citizens, it provides convenience through the VNeID/iHanoi platform, allowing them to easily track their own health status and that of their family members.
