Interoperability in the Healthcare Service Authorization Process Based on HL7-FHIR

Healthcare service authorization is a critical pre-treatment procedure in Colombia, typically occurring between Health Promoting Entities (EPS) and Service Providing Institutions (IPS). A major challenge arises because each institution uses its own information system, leading to significant interoperability gaps. This lack of compatibility causes substantial delays in the provision of services, hindering timely patient care. To address this, the study proposes an interoperability framework based on the new HL7 standard. Specifically, it aims to achieve information sharing between EPS and IPS using Business Processes (BP) and Service-Oriented Architecture (SOA). Furthermore, the proposed framework also allows patients to monitor the status of their service applications through dedicated web and mobile applications.
