Taiwan Builds Integrated Health Data Platform for Smart Medicine

The Taiwanese government has established a national platform under the 'Healthy Taiwan' vision. This framework, called the '3-3-3 Framework,' aims to integrate three major health spaces, three key data standards, and three national AI governance centers. Key initiatives include promoting cross-hospital electronic medical record integration across over 400 hospitals using international standards like FHIR within a Zero Trust security model. Furthermore, the Ministry of Health and Welfare (MOHW) established three national AI centers: one for Responsible AI, one for External Validation, and one for Clinical Impact Evaluation. The foundation for these efforts is the National Health Insurance (NHI), which has accumulated over 23 million individual medical records spanning more than two decades. Experts note that pairing a large, longitudinal dataset with clear validation and reimbursement pathways accelerates clinical AI deployment.
