Taiwan's Digital Healthcare Transformation: A National Strategy for Holistic Care

Taiwan leverages its strengths in ICT and the National Health Insurance system, accumulating high-quality medical data. Based on this, it is advancing healthcare digitalization under the 'Healthy Taiwan' vision, with Digital Care as a core pillar. Key initiatives include over 400 hospitals completing electronic medical record integration and adopting international standards like FHIR to enhance cross-hospital data connectivity. Data security is ensured through a Zero Trust architecture. In clinical settings, AI risk prediction functions are deployed for chronic disease management, shifting care from 'passive treatment' to 'proactive health management.' The MediCloud system integrates real-time medical and medication information, while also enhancing image diagnosis. At the individual level, the widespread use of the Health Pass facilitates self-management by linking wearable device data. For cancer treatment, FHIR standards are used to exchange Next Generation Sequencing (NGS) data, improving treatment accessibility. Virtual health cards and telemedicine services overcome time and spatial limitations, boosting care in remote areas and homes. Regarding AI governance, 19 national-level AI centers have been established to ensure safety from development to application. Furthermore, a Federated Learning platform allows for cross-institutional and cross-national AI model validation without moving sensitive data, establishing international cooperation with Southeast Asian partners. Taiwan aims to realize 'holistic care' through this data-driven, standards-interoperable smart healthcare ecosystem, calling for global health governance support from organizations like WHO.
