Taiwan leverages its strong foundation—advanced ICT industry and National Health Insurance (NHI)—to implement a national digital health platform called the '3-3-3 Framework.' A key aspect is the integration of electronic medical records in over 400 hospitals, ensuring cross-institutional interoperability by adopting international standards such as FHIR. Practical applications include the 'Family Doctor Platform,' which uses AI risk prediction to shift chronic disease management toward proactive and preventive care. Furthermore, personal platforms like 'My Health Bank' integrate data from wearable devices, encouraging active community participation in health maintenance. FHIR is also utilized for exchanging Next-Generation Sequencing (NGS) data, accelerating the review of catastrophic diseases and treatment options related to cancer. In the AI domain, 19 national medical AI centers have been established; over 50 medical AI products have received regulatory approval. These efforts enable telemedicine and comprehensive community care that transcends geographical limitations. For data security, Taiwan employs a 'Zero Trust' framework for safe data sharing. Internationally, it has begun federated learning to validate AI models across borders, building an ecosystem aimed at contributing to global healthcare challenges. This strategy aims to expand services from hospitals into the community and daily life, realizing holistic care.
