Four organizations—NCQA, eHealth Exchange, Cambia Health Solutions, and MultiCare Health System—received the 2026 KLAS Points of Light Award for demonstrating the feasibility of Bulk FHIR (Fast Healthcare Interoperability Resources) data exchange in digital quality measurement. The collaboration addressed long-standing challenges in healthcare quality reporting, including fragmented data exchange, manual chart reviews, and inconsistent workflows. Through the Bulk FHIR Quality Coalition, the organizations tested scalable interoperability using standardized FHIR within a TEFCA™-aligned framework. The initiative successfully exchanged HEDIS®-relevant clinical data for more than 5,000 attributed members while validating data completeness for reporting. Operational improvements were significant: MultiCare reported an approximate $50 reduction in chart-chasing costs and a 175% improvement in medical record procurement performance. Furthermore, automated retrieval reduced data export timelines from days or weeks to minutes. This case highlights the potential of using FHIR for large-scale, efficient healthcare data interoperability.
