International Trends in Health Information Standards: FHIR, SNOMED CT, and IPS Collaboration

The presentation outlines the global evolution of healthcare interoperability, focusing on HL7 FHIR, SNOMED CT, and the International Patient Summary (IPS) based on ISO 27269. The IPS serves as a framework to share essential clinical data—such as allergies, diagnoses, prescriptions, and test results—in standardized formats for unexpected situations (e.g., emergency or disaster) and cross-border care. This standard is defined by ISO 27269 and is being implemented using formats like FHIR and CDA. As the core data exchange technology, HL7 FHIR is presented as a REST API compliant standard suitable for the cloud era. However, challenges remain regarding common infrastructure development for Profile/IG design and version management. To address this, collaboration with openEHR—which focuses on long-term storage and reuse—is deepening, showing a complementary relationship in information modeling. Furthermore, SNOMED CT is highlighted as a major terminology resource due to its ontology structure and global adoption. These standards are shown evolving through cooperation to build international healthcare data sharing infrastructure.
