Integration of Clinic Information Systems with SATUSEHAT Platform: Realization using FHIR Standard

In Indonesia, achieving interoperability of medical data has become an urgent challenge due to digital transformation in healthcare. To address this, the Ministry of Health developed the SATUSEHAT platform, adopting HL7 FHIR as the standard communication foundation. However, many existing clinic information systems use proprietary internal data structures, making seamless linkage with the national platform difficult. This study addressed this by implementing an integration mechanism between SIMK and SATUSEHAT. Specifically, it began with interoperability needs analysis and mapped local database structures into FHIR resources. Technically, it introduced an OAuth 2.0 authentication mechanism and established a data synchronization process for master data (Location, Patient, Practitioner). Furthermore, the integration of clinical service data, such as Encounter, Condition, and Observation, was performed. The implemented system demonstrated its ability to transform and synchronize EHR data into SATUSEHAT according to FHIR standards. Key achievements include a duplicate exclusion mechanism using identity search and improved semantic integrity of clinical data through the use of ICD-10, LOINC, and UCUM codes. These results highlight that applying the FHIR standard strongly supports the construction of a national healthcare information system ecosystem.
